Various shots of novelty performer, the "old time hat brim manipulator". He bends and twists an old black hat brim first into a cowgirl's Stetson and then into a nun's habit. He finally bends the brim into a cocked hat as worn by Napoleon.
Various cartoons by Joe Noble of comical hats with specific wartime uses. There is a metal hat for the Blitz, a blackout hat with a torch, a self-raising hat and a radio hat. We hear voice of Lord Haw Haw (aka Lord Haw-Haw) coming from radio (probably an impersonation). In some shots we see the hand of the cartoonist.
