This footage probably relates to the Duke of Edinburgh's tour of South America in 1962.
Not 1962 as flag of independent Guyana is shown flying from Parliament so date is post Independence 1966. Also location of aerial shot is from Bank of Guyana constructed 1965. Date of film is more likely late 60s.
