    Intertitle - 'an alarming incident.'

    M/S of a horse out of control, its rider struggles to calm it down. James Brown has to run out of the way to avoid being kicked, but recovers his composure, goes back and salutes. L/S as he enters a building followed by other officials. L/S as men in uniform walk along in procession.
