French Boy Scouts prepare to do farm work (1917 ; mid World War One - probably some kind of war work programme). They wear uniforms like American soldiers with shorts. Scout leader handing out tools (all long-handled; so it sort of looks as if he is just giving them long white poles) such as pitchforks; hoes; rakes; etc. Some of the boys look serious; others are goofing off and laughing.
Next; a Boy Scout parade - a long parade; with boys of various ages and sizes; and some grown men who are Scoutmasters. Boys march by playing drums and bugles; followed by the boys carrying the garden tools.
