    The Roman Catholic Archbishop of Dublin bless the site for an outdoor altar with Holy Water. He uses a spade to cut out the first piece of earth from the site. Church and civic dignitaries watch as the Bishop carries out his ceremony.

    N.B. The Congress occurred in 1932.
