    Various shots of military personnel and officials gathered for meeting (at Independence Palace?) Some are Vietnamese, some are European. Several men give speeches into microphone (General Phoung, President Ngo Dinh Diem of Vietnam?)

Le Van Vien, discussing operations. Traffic is resumed. Caodist troops under command of Generals Phoung and Trinh Monh. Speech delivered by Gen. Phoung. Mr Ngo Ding Diem, Natl. Viet Nam Premier, answer in a ceremony at the Independence Palace.
