A man - probably the returning officer - stands on a table outside the building, he appears to be reading the election results. C/U of Wise and his wife - she is holding a bunch of flowers. They are surrounded by well-wishers congratulating on them on their election success - many of them shake Mrs. Wise's hands. More high angled L/S of the cheering crowd outside the civic building, Wise and his wife are standing on the table waving, he then appears to give a speech.
