While a crowd of mostly British Army men watches; the Earl of Scarborough, who is holding a couple leopard items; presents them at a little ceremony on some steps. A young soldier stands on a step below and is given the items. Another officer puts the fur vest over the man's head. The other item looks like a bag; with straps. It's certainly an interesting form of honour.
