This is the launch of the concrete cargo ship "Old North State", at Liberty Shipbuilding Co, Wilmington, NC on the 13th of October, 1919.

The ship was later renamed "Sapona" and is today visible as a wreck in Bermuda (25.65066, -79.29321)

I concur with erlbon and went digging for this specifically because the video recording and Pathe News are mentioned in the 2nd November 1919 Wilmington Morning Star. This is "The Old North State" on 13 October 1919 not a destroyer.
