Mr and Mrs Jones' car is a Morgan JAP.
"H C Jones" was also known as Clive Jones.
The event was called the "New Cyclecar Club Meeting", and took place in August 1928 (possibly, but not certainly, 25 August). Photos of them taking part in the event are here.....

The "Cyclecar Grand Prix" was organised by the newly-formed "New Cyclecar Club."
It took place "at the end of August" (Brooklands: The Complete Motor Racing History - William Boddy).
The winner was Clive LONES (not Jones) in a Morgan-JAP.
After WW2, Lones became a pioneer of 500cc racing.

The 20 lap race was held on Saturday the 25th August 1928. The special course included artificial sandbank bends on the Finishing Straight, leading via the banking to the Railway Straight and then back to the Finishing Straight via the Byfleet Banking. After two laps Horton lead Lones and Maskell from Gardner's Salmson but on his fifth lap Horton had to retire with oil on his brakes. Soon afterwards, Maskell broke off his gear lever in top gear which allowed Lones to take a commanding lead. Despite stopping to refill his small radiator he finished the victor, from Wilkinson's Riley, Smythe's Amilcar and Vidler's Coventry Victor. Lones was passengered, as usual, by Nel, who was loaded up with nuts and bolts etc. to get her up to the passenger minimum. Besides passengering, Nel helped a lot in preparing the car. It was she who lapped in valves and pistons and polished the ports. Not losing her feminity, she was annoyed to find that her stockings had got covered in grease. Goodall, the Works…
