    Various shots show a test mass evacuation of the people of Camden (probably in case of bomb attacks) under the instruction of the coastguard, fire department and wardens. Opening shots seem to show flak bursting in the sky above the New Jersey bay and fire boat training their hoses on attackers or unseen fires.

    Trucks and buses carry people down to the waterfront where they board ferry boats and other craft and are carried out into the bay. A woman is carried along the dockside on a stretcher to make things look more realistic.
