Begins with shots of young playing with coloured building blocks. He stacks them on top of each other, looking very determined. When the structure tumbles he looks shocked. Another young boy is seen in the open air walking across the rubble of a building site. Two other boys watch as a mechanical digger scoops up earth. Various shots of new high rise buildings. Industrial landscapes. Drawings and photographs of slums are contrasted with modern buildings.
City centre - Various buses are seen, destinations include Newport, Penarth, Barry, etc. Trains are seen travelling through Cardiff. Street scenes - lots of traffic in city centre. C/U of children waiting to cross a road. Various shots of people crossing roads. Road sweeper. Child stands on the pavement crying. Mother comes and picks him up. Traffic lights, high angle shot of people crossing the road holding umbrellas.
