This is Ashley Place, leading out to the west front of Westminster Cathedral, London.
The Anglican Church of St. Andrew's is on the immediate right, then a large house (possibly the presbytery?), is behind this. Beyond, and hardly visible, is the front of Westminster Cathedral. At the start of the film one can see girls in white veils ('Children of Mary' and the 'Guild of St. Agnes') exiting the Cathedral to process through the surrounding streets.
At 2:28, and preceded by the Metropolitan Cross, Cardinal Bourne processes, blessing the crowds. He is followed by the Cathedral chapter of Canons. This seems to be the end of the main procession as many of the onlookers then join on to process.
As there are so many groups of Children of Mary it could be a Marian celebration, possibly in October as everyone is fairly warmly dressed and at one point there is a heavy downpour of rain.
