In his speech he outlines the United States of America's new policy. L/S of outside view of the Opera House reflected in the still waters of a pond. L/S of the large audience seated in the Opera House to hear Byrnes speak. M/S of Byrnes on the rostrum speaking. He says:
"The security forces will probably remain in Germany for a long time. I want no misunderstanding... We are not withdrawing, we are staying here. As long as there is an occupation army in Germany, American armed forces will be part of that army".
