The location here isn't, as the title currently suggests, the Buchenwald concentration camp, instead it's Bergen-Belsen.

This can be determined by the appearance of the man seen at 00:13. He is camp commandant Josef Kramer, the notorious "Beast of Belsen".

Kramer was arrested on 17 April 1945, and this clip must be footage of that event. A photo of him under arrest can be seen here......

POSSIBLE CORRECTION - Some sources list the date of arrest as 15 April 1945, immediately after the camp's liberation.

The footage here that I've previously identified as being Belsen also features in clip 1153.17, where it is named by the commentator as being filmed in Belsen.
