C/U of a flag reading 'TOC - H' flying from a pole. Lord Wakehurst walks around inspecting Wakehurst Youth Camp and the boys (look like mid to late teens) staying there. The boys have fun swimming in a lake and standing beneath a waterfall coming over the dam wall. They line up to have their throats checked over by the camp doctor (they all say 'aah'); one or two are given a dose of Epsom Salts. The boys join together in chanting 'T - O - C', 'Wakehurst' and 'rah rah rah' etc.
