    Various shots show the Mayor of Birmingham inaugurating a new housing scheme at a building site. He climbs up a ladder onto some scaffolding and places a special hallmark brick above the porch of a new house being built. The ventilation brick has the letters 'BDHBA' on it for 'Birmingham District (?) House Builder's Association', and will be included in every new house built to a certain standard.

    The Mayor is handed a small box by the President of the House Builder's Association and they shake hands.
