    The attached, (rather faint), newspaper article tells us that the memorial was unveiled on 12 October 1920.....

    "A man in a top hat and tails unveils the memorial" - actually a lady bends forward and unveils the memorial, namely Princess Clementine of Belgium.

    "C/U of the man making a speech." - that's the then Belgian Prime Minister, Leon Delacroix.
