There's been a bit of a mix-up with the current details of this clip......
There is no Victoria Cross holder with the surname "Barrow". However, I've looked at photos of Barrow Town Hall, and can confirm that this event is taking place outside the the Hall's front entrance.
The only Barrow resident I can find who is a VC holder is William Thomas Forshaw. He was awarded a sword and the Freedom of Barrow by the town's Mayor in 1916. I suspect that this is film of that event.
