Bizarre and surreal shots of flooded carnival or amusement park - seems to be touring funfair. Opens w/ shot of old carousel; surrounded by water; a man is wading through water and wedging a crate under edge of the carousel. Other workers also walking through the water; w/ their trouser legs rolled up. A couple of men rescue a woman from the carnival who is stranded in her trailer.

More shots of people wading & of the carnival rides in the water. Some fairground workers walking across a board laid as a bridge between platforms. Group of people - adults - playing on swings; acting silly; maintaining cheerfulness in adversity.
