A sort of surveillance invention. American troops assembling the mechanism; which involves hooking some large kites to one rope. They start to let the kites up in the air. On the ground; men hold rope as one man gets into a seat attached to the rope. When they let go he rises up a couple yards. Shot of the guy flying high in the air; hanging under the kites.
