Before leaving for Washington as Head of the British Admiralty delegation, Admiral Sir Andrew Cunningham sits at a desk and makes a speech, paying tribute to "our men who fight at sea".

He talks of the spirit of the men who are fighting the war at sea in the Mediterranean and mentions Matapan, Taranto, Greece and Crete, Tobruk and Malta. He ends by saying how proud he is to have had such men under his command and with what deep regret he leaves them. Referring again to the spirit of these men he says "we may rest quite confident of the outcome".

During his speech we see montages of flashback shots, showing an attack on a Mediterranean convoy. Shots of wrecked ships in Tobruk Harbour. Malta during and after an air raid.
