    TRANSCRIPT: AKUFFO-ADDO: "THE EXECUTIVE AND THE LEGISLATURE MAY SOMETIMES NOT QUITE LIKE WHAT WE SAY; AND WE SOMETIMES DO NOT THINK MUCH OF THEIR ACTIONS AND THE LAWS WHICH THEY PASS, AND SAY SO. HUMAN AS WE ALL ARE, SUCH HAPPENINGS ARE SOMETIMES BOUND TO ENGENDER REACTIONS RANGING FROM ANGRY OUTBURSTS OF DISAPPROVAL TO DEFIANCE. BUT SUCCESSFULLY TO LIVE WITH CONFLICTS IS EFFECTIVELY TO CONTROL OUR EMOTIONAL REACTIONS. THESE CONFLICTS CONSTITUTE THE PRIZE THAT WE HAVE TO PAY FOR THE DEMOCRATIC LIFE WHICH WE HAVE CHOSEN WITH OUR EYES WIDE OPEN. IT IS NOT TOO HIGH A PRICE WHEN WE CONSIDER WHY THE ALTERNATIVE IS (INDISTINCT) TO ANY OPPRESSION IN HUMANITY. THE ONLY VIABLE SOLUTION TO SUCH CONFLICTS IS THE ONE PROVIDED BY THE ARBITRAMENT OF THE LAW, AND THIS IS WHERE THE LAW THAT HAS BEEN ASSIGNED TO THE JUDICIARY UNDER THE NEW CONSTITUTION BECOMES OF HISTORIC IMPORTANCE.

    Background: GHANA'S CHIEF JUSTICE, MR. JUSTICE EDWARD AKUFFO-ADDO, HAS STRESSED THE IMPORTANCE OF THE NEW CONSTITUTION IN SETTLING CONFLICTS BETWEEN THE JUDICIARY AND THE LEGISLATURE. HE SPOKE IN GHANA AT THE SWEARING-IN OF FOUR APPEAL COURT JUDGES AND FOUR HIGH COURT JUDGES.

    MR. JUSTICE AKUFFO-ADDO ALSO CALLED ON THE PEOPLE OF GHANA TO REFRAIN FROM CORRUPTING MEMBERS OF THE BENCH. HE SAID THAT A SOCIETY WHICH IS CORRUPT AND DESPISES THE VIRTUES OF JUSTICE WILL ALWAYS SUCCEED IN CORRUPTING ITS JUDICIARY.

    THE JUDGES SWORN IN ON FRIDAY WERE MRS. JUSTICE ANNIE JIAGGE, MR. JUSTICE E.N.P. SOWAH, MR. JUSTICE P.D. ANIN, AND MR. JUSTICE SIRIBOE, ALL APPOINTED TO THE APPEAL COURT, AND MR. JUSTICE J.N.K. TAYLOR, MR. JUSTICE CHARLES COUSSEY, MR. JUSTICE QUARSHIE-SAM AND MR. JUSTICE GRIFITH-RANDOLPH, WHO GO TO THE HIGH COURT.

    ALSO PRESENT AT THE CEREMONY WERE THE PRIME MINISTER DR. BUSIA AND THE CHAIRMAN OF THE PRESIDENTIAL COMMISSION, BRIGADIER AFRIFA.
