    The French Government's civil administrator, Delegate-General in Algeria Paul Delouvrier, reviewed a parade of 3,000 French paratroops, French Legionnaires and Algerian Muslim servicemen in Algiers to mark Bastille Day, France' National Holiday, July 14.

    Similar ceremonies were held throughout Algeria and French overseas territories. During one of the parades - in Constantine - a terrorist bomb killed two spectators, injured thirty others. Most of the victims were Muslim women and children. In a message of sympathy M. Delouvrier recorded his indignation "in face of this criminal act which indicates blind stubborned against peace."
    The bomb killing was the first major terrorist act since the first talks with PLN envoys at Melun near Paris at the end of last month. No date was fixed for reopening the talks.
