Relations have been strained between Kenya and Uganda for some time, but the situation worsened when Uganda accused Kenya of complicity in an Israeli commando raid on Entebbe airport a month ago. The Israeli aircraft used in the raid stopped at Nairobi on the return trip after freeing more than a 100 aircraft hijack hostages in an operation which left several Ugandan soldiers dead. Uganda also accuses Kenya of imposing a blockade by preventing oil and other supplies crossing the border into land-locked Uganda. Kenya says there is no blockade as such and that Kenya is simply demanding payment for goods supplied to Uganda. President Amin denies Uganda owes anything. Britain broke of Diplomatic relations with Uganda on 28 July and the two Britons were arrested soon after....there has been no word on their fate. Relations between the two countries deteriorated rapidly after the disappearance of Mrs. Dora Bloch, a 75 year old woman who was the only hijack hostage not rescued in the Israeli raid. Mrs. Bloch held joint British/Israeli citizenship. The incident was followed by the expulsion of British diplomats.

Background: Fears for the safety of British residents in Uganada are mounting following the arrest of two Britons -- one of them accused of spying. The two men, Mr. Graham Clegg and Mr. Jack Tully were arrested on the day Britain broke off diplomatic relations with Uganda.

SYNOPSIS: As the situation worsens, the European community continues to seek refuge in neighbouring Kenya. They are arriving in a steady trickle on daily flights from Entebbe to Nairobi. Sweeping measures against the British were announced over Uganda Radio. The action includes orders that all British must approach Ugandan President Idi Amin on their knees, and that all Britons living in the country will be watched for possible subversive activities.

As well as Europeans, hundreds of Kenyans are fleeing Uganda amid reports of many killings and confiscation of property. The Organisation of African Unity (OAU) has been trying to mediate and Kenya has announced it is ready to receive a Ugandan delegation to discuss the present tense situation. Meanwhile, reports persist that President Amin is under strong political pressure from his armed forces.
