    The Vice-President and Foreign Minister of the Malagasy Republic, M. Jacques Rabemananjara, made a Press statement on Sunday (10 January) explaining his Government is line on relations with South Africa.

    The Minister was asked to comment on criticisms, voiced in a number of African countries, of relations between his country and South Africa.

    He said they had an absolute right to criticisms, for not everyone was obliged to follow the same policy. They had reasons which dictated the direction of their policy towards South Africa. For ten years, he said, the Malagasy Republic had followed the policy of threats and blockades proclaimed by the majority of African states. But they had come to the conclusion that it achieved nothing. And so they said, since they had no power or weapons, they did better to change the policy and try that of dialogue -- a policy which suits the Malagasy temperament which is founded on "fiavahana" (neighbourliness).

    It was for that reason, the minister said, that they had no complex about practising this policy, and were ready to defend it before any tribunal, whether international or inter-African.
