    THREE AFRICAN PRESIDENTS WERE AMONG GUESTS AT THE BIENNIAL CONFERENCE OF THE RULING TANGANYIKA AFRICAN NATIONAL UNION (TANU), WHICH WAS OPENED BY TANZANIA'S PRESIDENT, JULIUS NYERERE, IN DAR-ES-SALAAM, YESTERDAY (WEDNESDAY). TWO OF THE LEADERS, PRESIDENT JOSEPH MOBUTU OF CONGO-KINSHASA, AND PRESIDENT MILTON OBOTE, OF UGANDA, ARRIVED TOGETHER BY AIR.

    PRESIDENT KENNETH KAUNDA, OF ZAMBIA, HAD ARRIVED IN DAR-ES-SALAAM ON TUESDAY TO A BIG WELCOME.

    AT THE AIRPORT, PRESIDENTS MOBUTU AND OBOTE INSPECTED A GUARD OF HONOUR BEFORE BEING INTRODUCED TO OTHER VISITING DELEGATES AND TANZANIAN GOVERNMENT OFFICIALS.

    THEY WERE DRIVEN IN A MOTORCADE TO THE CITY'S DIAMOND JUBILEE HALL, WHERE THEY TOOK THEIR PLACES AT THE CONFERENCE TABLE, WITH PRESIDENT NYERERE AND PRESIDENT KAUNDA.

    THE FIVE-DAY CONFERENCE IS ALSO BEING ATTENDED BY DELEGATIONS FROM KENYA, GUINEA, AND FROM THE RULING AFRO-SHIRAZI PARTY OF ZANZIBAR, WHICH UNITED WITH TANGANYIKA FIVE YEARS AGO TO FORM THE REPUBLIC OF TANZANIA.

    MAIN ITEM ON THE AGENDA WILL BE THE SECOND FIVE-YEAR DEVELOPMENT PLAN. ALTHOUGH DETAILS OF THE PLAN HAVE NOT YET BEEN MADE PUBLIC, IT IS BELIEVED IT WILL EMPHASISE COLLECTIVE EFFORT, PARTICULARLY IN SOCIALIST VILLAGES WHERE TANZANIANS ARE ALREADY BUILDING THEIR OWN HOSPITALS, SCHOOLS, LAW COURTS AND ROADS.
