  • Description

Peru's Foreign Minister, Doctor Jose de la Puente, has been in Moscow for a three-day official visit. His trip followed Peru's first elections in 15 years, in which there was an unexpectedly strong swing to the left.

SYNOPSIS: Dr. de la Puente flew into the Soviet Union as politicians in Peru studied the results of voting for a Constituent Assembly. Although the centre and right gained about two-thirds of the ballots cast, 30 per cent went to the left, ranging from marxists to Maoists.

The Foreign Minister's talks with President Leonid Brezhnev, Premier Alexei Kosygin and Foreign Minister Andrei Gromyko were expected to cover international affairs, including disarmament and East-West detente. Peru is currently re-equipping its armed forces with Soviet equipment, but the Peruvian government has denied that there is any political significance in this. During his visit to the Kremlin, Dr. de la Puente decorated the Soviet leaders with Peru's highest award, 'The Sun of Peru'.

Last year, the Paris 'Le Nouveau Journal' reported that Peruvian air force pilots would be trained by the Russians in Cuba. The paper also claimed several hundred Russians were already in Peru.
