    THREE VISITING MALAWI CABINET MINISTERS TODAY (TUESDAY) CONTINUED THEIR TALKS WITH SOUTH AFRICAN MINISTERS AFTER YESTERDAY (MONDAY) SIGNING IN CAPE TOWN A TRADE AGREEMENT BETWEEN THE TWO COUNTRIES. IT IS THE FIRST EVER SUCH AGREEMENT BETWEEN SOUTH AFRICA AND AN INDEPENDENT AFRICAN STATE.

    SIGNATORIES TO THE AGREEMENT, WHICH REPLACES ONE IN FORCE UNTIL YESTERDAY BETWEEN SOUTH AFRICA AND THE NOW DEFUNCT RHODESIAN FEDERATION, OF WHICH MALAWI WAS A PART, WERE MR J. HAAK, MINISTER OF ECONOMIC AFFAIRS FOR SOUTH AFRICA, AND MR J.T.KUMBWEZA, MALAWI'S MINISTER OF TRADE AND INDUSTRY.

    MR KUMBWEZA ARRIVED IN SOUTH AFRICA ON SUNDAY FOR A WEEK-LONG GOODWILL VISIT ACCOMPANIED BE MR ALEKE BANDA, MINISTER OF DEVELOPMENT AND PLANNING, MR GOMILE KUMTUMANJI, MINISTER OF NATURAL RESOURCES.

    FEW DETAILS OF THE AGREEMENT HAVE BEEN MADE KNOWN, BUT MR KUMBWEZA SAID AT A LUNCHEON AFTER THE SIGNING THAT IT PROVIDED FOR A PREFERENTIAL TARIFF FOR SOUTH AFRICAN GOODS IMPORTED BY MALAWI. A COMMUNIQUE SAID THE AGREEMENT HAD BEEN CONCLUDED "IN RECOGNITION OF THE FACT THAT SOUTH AFRICA AND MALAWI HAD A COMMON INTEREST IN THE FUTURE EXPANSION OF TRADE BETWEEN THEM".

    "THE AGREEMENT FURTHER RECOGNISES THAT, IN EXPANDING THE TRADE BETWEEN SOUTH AFRICA AND MALAWI, DUE REGARD SHOULD BE GIVEN TO THE SPECIAL NEEDS OF MALAWI TO ACCELERATE ITS ECONOMIC DEVELOPMENT, TO DIVERSIFY ITS ECONOMY AND TO OBTAIN IMPROVED OPPORTUNITIES FOR ACCESS TO EXPORT MARKETS".

    THE LAST YEAR FOR WHICH OFFICIAL FIGURES ARE AVAILABLE -- 1965 -- SOUTH AFRICA EXPORTED NEARLY GBP1,000,000 STERLING WORTH OF GOODS TO MALAWI AND IMPORTED GBP563,000 STERLING WORTH. THE TRADE GAP IS BELIEVED TO HAVE WIDENED LAST YEAR.
