    Portuguese Foreign Minister Mario Soares arrived in Moscow on Thursday (2 January) for a lighting visit for talks with Soviet leaders.

    During his 24-hour stay he held talks with Soviet Foreign Minister Andrei Gromyko.

    Dr. Soares is the most senior Portuguese official to visit the Soviet Union since April's coup in Lisbon which toppled the former right-wing regime there.

    Dr. Soares had two meeting with Mr. Gromyko. An official communique said they met "in a constructive and businesslike atmosphere" and dealt with bilateral questions and international problems.

    Dr. Soares came to Moscow after a five-day tour of India, during which he settled the outstanding issue of three former Portuguese enclaves on the subcontinent. He flew on to Bucharest on Friday (3 January) for talks with Rumanian leaders.

    Soviet counterpart Andrei Gromyko had two sessions with Dr. Soares during his brief stay. Talks were said later to have been held in a "constructive and businesslike atmosphere", and dealt with bilateral relations and a range of international problems.
