    THE UNION OF CENTRAL AFRICAN STATES - COMPRISING CONGO-KINSHASA, THE CENTRAL AFRICAN REPUBLIC, AND CHAD -- CAME INTO BEING ON TUESDAY WITH THE SIGNING OF AN AGREEMENT IN FORT LAMY, CHAD, BY THE PRESIDENTS OF THE THREE COUNTRIES. THE NEW REGIONAL GROUPING COVERS IN AGGREGATE AREA OF NEARLY 1,700,000 SQUARE MILES AND HAS A TOTAL POPULATION OF ABOUT 21,400,000.

    OBSERVERS SAY IT IS STILL NOT CLEAR WHAT EXACTLY THE THREE MEMBER-STATES HAVE COMMITTED THEMSELVES TO . ONE OF THEIR FIRST ACTS WAS TO CHANGE THE ORGANISATION' NAME FROM THE UNITED STATES OF CENTRAL AFRICA TO ITS PRESENT TITLE -- PRESUMABLY TO AVOID THE IMPLICATION OF INFLUENCE BY THE UNITED STATES OF AMERICA. THE UNION OF CENTRAL AFRICAN STATES, AS IT'S NOW CALLED IS EXPECTED TO BE A LOOSELY KNIT ORGANISATION WITH INSTITUTIONS WHOSE POWERS WILL PROBABLY BE LIMITED.

    WITH A MINERAL-RICH AREA AND A POPULATION OF 16,000,000, CONGO-KINSHASA COULD DOMINATE THE NEW ORGANISATION. LANDLOCKED CHAD
    AND THE CENTRAL AFRICAN REPUBLIC ARE ECONOMICALLY RETARDED AND PLAQUED BY FINANCIAL DIFFICULTIES. THEIR ALIGNMENT HAS COME TWO WEEKS AFTER SENEGAL, MALI, GUINEA AND MAURITANIA ANNOUNCED THEY WERE FORMING AMONG THEMSELVES A GROUPING CALLED "THE ORGANISATION OF STATES BORDERING ON THE SENEGAL RIVER".

    THE IDEA OF THE UNION, PUT FORWARD BY CONGO-KINSHASA, IS SAID TO HAVE CLEARLY FOUND A QUICK WELCOME NI CHAD AND THE CENTRAL AFRICAN REPUBLIC -- BOTH OF WHICH BELONG TO, AND ARE REPORTED TO BE DISILLUSIONED WITH, THE UDEAC CUSTOMS UNION -- WHOSE EXISTENCE IS NOW THREATENED BY THE UNION OF CENTRAL AFRICAN STATES. THE FIRST CHAIRMAN OF THE CONFEDERACY IS EXPECTED TO BE PRESIDENT FRANCOIS TOMBALBAYE OF CHAD, WHO SIGNED THE AGREEMENT WITH PRESIDENT JOSEPH MOBUTU OF CONGO-KINSHASA AND PRESIDENT JEAN-BEDEL BOKASSA OF THE CENTRAL AFRICAN REPUBLIC.
