    Emperor Haile Selassie of Ethiopia spoke tot he nation on television on Tuesday (5 March) after a military uprising had rocked the traditional power base of his kingdom.

    The 81-year old Emperor speaking from the Imperial Palace in the capital, Addis Ababa, promised constitutional reforms. He said he had ordered Prime Minister Endalkatchew Makonnen to convene a conference within six months to work out the reforms.

    The Emperor said the newly-appointed Prime Minister would be made responsible to Parliament, and that further civil rights safeguards for the 25 million Ethiopians would be written into the constitution.

    But he made no mention of demands for higher pay and new labour laws which led to the country's first general strike, involving 80,000 worker,s two days later.

    The uprising by the 60,000 strong military forces toppled the 10-year old government. The rebellion began over pay and conditions, but the troops then called for political reforms.
