    A BILL ALLOWING THE GOVERNMENT TO CALL A NATIONAL REFERENDUM ON A NEW DRAFT OF THE 1965 CONSTITUTION, IS EXPECTED TO BRING STRONG OPPOSITION FROM AFRICAN MEMBERS ON ONE SIDE AND THE LONE RIGHT WING INDEPENDENT MR. ROBIN JAMES ON THE OTHER.

    THE PARLIAMENT IS ALSO TO DISCUSS A WHITE PAPER SETTING OUT THE TERMS OF CONSTITUTION UNDER A REPUBLICAN FORM OF GOVERNMENT.

    A SIMPLE MAJORITY VOTE OF THE ELECTORATE IN THE REFERENDUM WILL ENABLE THE GOVERNMENT TO INTRODUCE ITS NEW CONSTITUTION, CREATING SEPARATE VOTERS ROLLS FOR WHITES AND AFRICANS, AND RACIALLY SEPARATED PROVINCIAL PARLIAMENTS UNDER A MULTIRACIAL NATIONAL PARLIAMENT.

    THE ONLY EVENT THAT COULD STOP OR DELAY THIS ACTION WILL BE A SETTLEMENT WITH BRITAIN.
