    France and India held a first round of talks yesterday which political observers are predicting will lead to an increases of French aid to India. During his talks with the India Government in New Delhi yesterday, Mr. Andre Battencourt, a delegate from the French Foreign Affairs Ministry, met the Indian Minister for Industrial Development, Mr. Subramaniam, and Indian Foreign Minister Industrial Development, Mr. Subramaniam, and Indian Foreign Minister Mr. Swaran Singh.

    SYNOPSIS: Bilateral talks between India and France have opened in New Delhi. A delegate from the French Ministry of Foreign Affairs, Mr. Andre Battencourt, began the discussions with a call on the Indian Minister of Foreign Affairs, Mr. Swaran Singh.

    No communique was issued after the discussions, but an Indian Government official described the talks as friendly. He said they ranged over matters of mutual interest and a review of the world situation.

    Later in the day, Mr. Battencourt called on the Indian Minister of Industrial Development, Mr. Subramaniam. The visit led to speculation that the French Government may be thinking of increasing its aid to India.
