    WHEN GENERAL FRANCISCO FRANCO ORDERED THE WITHDRAWAL OF THE ENTIRE SPANISH WORK FORCE FROM GIBRALTAR LAST WEEKEND (JUNE 7-8) IT APPEARED AT FIRST THAT THE ROCK WOULD FACED WITH A MAJOR LABOUR PROBLEM. THE LAST WEEK, HOWEVER, HAS REPORTEDLY SHOWN THAT THE BUILDING INDUSTRY HAS BEEN 25% OVERSTAFFED FOR YEARS AND OTHER INDUSTRIES SEEM TO BE IN ROUGHLY THE SAME POSITION. A BRITISH MINISTRY OF WORKS CONSULTANT IS NOW IN GIBRALTAR TO ADVISE ON THE SITUATION.

    ALTHOUGH GIBRALTAR LOST 30% OF ITS LABOUR FORCE OVERNIGHT. THE ROCK HAS MANAGED TO FARE WELL DURING THE FIRST WEEK AND MANY PEOPLE FEEL THAT THE LOSS OF 4,700 SPANISH WILL PROVE AN ECONOMIC ADVANTAGE FOR GIBRALTAR IN THE LONG RUN.

    ON THE OTHER SIDE OF THE BORDER, AT LA LINEA, THE SITUATION IS QUITE DIFFERENT. THE UNEMPLOYED FROM GIBRALTAR HAVE GONE TO JOIN THE ESTIMATED 2,000 UNEMPLOYED OF THE AREA. APART FROM THIS, ONE OF LA LINEA'S MAIN SOURCES OF INCOME WAS THE STEADY FLOW OF TOURISTS WHO DROVE THROUGH THE TOWN TO AND FROM GIBRALTAR - UP TO 4,000 PER WEEK-END. WITH THE BORDER CLOSED BY ORDER OF THE SPANISH GOVERNMENT, NO TOURISTS TRAVEL THROUGH LA LINEA NOW - AND A GRIM FUTURE IS FORECAST FOR THE SPANISH BORDER TOWN.

    THE HEAD OF THE MANAGEMENT CONSULTANCY GROUP AT THE MINISTRY OF WORKS IN LONDON, MR. MALCOLM HESLOP, IS IN GIBRALTAR TO GIVE ADVICE ON THE LABOUR SITUATION - HE WAS ASKED WHETHER HE THOUGHT THE LABOUR WITHDRAWAL WAS A "BLESSING-IN-DISGUISE" FOR THE ROCK.
