    PRESIDENT HOUARI BOUMEDIENNE OF ALGERIA YESTERDAY OPENED THE FIRST PAN-AFRICAN CULTURAL FESTIVAL -- A 12-DAY GATHERING OF SOME 4-THOUSAND LEADING ACTORS, SINGERS, DANCERS, STORY-TELLERS AND MUSICIANS FROM ABOUT 30 AFRICAN COUNTRIES. ABOUT 1,340 AFRICAN AND NON-AFRICAN GUESTS ATTENDED THE OPENING CEREMONY AT THE PALAIS DE NATIONS, A SEASIDE CONFERENCE COMPLEX NEAR ALGIERS.

    THE ALGERIAN LEADER IS ALSO THE CURRENT CHAIRMAN OF THE 41-NATION ORGANISATION OF AFRICAN UNITY (OAU) WHICH HAS SPONSORED THE FESTIVAL.

    OAU SECRETARY-GENERAL DIALLO TELLI DESCRIBED THE FESTIVAL AS " AN HISTORIC AND DECISIVE STAGE IN THE CULTURAL RENEWAL OF OUR CONTINENT". PRESIDENT BOUMEDIENNE REFERRED TO THE FESTIVAL AS THE GREATEST ASSEMBLY OF ARTS AND LETTERS EVER HELD ON THE AFRICAN CONTINENT AND SAID ITS PURPOSE WAS TO MAKE THE ARTS AN INSTRUMENT OF SOCIAL REVOLUTION.

    LATER IN THE DAY THE DELEGATES TOOK PART IN A PARADE THROUGH THE STREETS OF ALGIERS.
