    KINGSTOWN, THE CAPITAL OF THE CARIBBEAN ISLAND OF ST. VINCENT, HAS BEEN PREPARING FOR THE CELEBRATIONS WHICH TAKE PLACE TONIGHT (SUNDAY) WHEN THE ISLAND BECOMES AN ASSOCIATE STATE WITH BRITAIN. BUT, AS BUNTING AND FLAGS WENT UP EVERYWHERE, A BRITISH FRIGATE, THE "MOHAWK", SAILED INTO HARBOUR AND TOOK UP AN ADVANTAGEOUS POSITION TO BE PREPARED FOR ANY TROUBLE.

    ASSOCIATE STATEHOOD GIVES THE 150-SQUARE-MILE (ABOUT 390 SQUARE KMS) ISLAND FULL INTERNAL INDEPENDENCE, WITH BRITAIN RESPONSIBLE FOR EXTERNAL AFFAIRS AND DEFENCE. THE SYSTEM IS OPPOSED BY MANY CARIBBEAN POLITICIANS, AND IT IS THESE OPPONENTS WHO ARE EXPECTED TO GIVE TROUBLE TONIGHT AND DURING THE THREE DAYS OF CELEBRATIONS. ONE REPORT SAYS THAT THERE IS A POSSIBILITY OF THE ELECTRICITY PLANT BEING SABOTAGED AT MIDNIGHT TONIGHT WHEN THE FLAG-RAISING CEREMONY IS DUE TO TAKE PLACE.

    ST. VINCENT IS THE CARIBBEAN'S SIXTH ASSOCIATE STATE - AND MOVES ARE AFOOT TO ENCOURAGE THE SIX TO FORM A UNION AMONG THEMSELVES. THE MATTER IS EXPECTED TO BE DISCUSSED WITH LORD SHEPHERD, MINISTER OF STATE AT BRITAIN'S FOREIGN AND COMMONWEALTH OFFICE WHO IS REPRESENTING HIS GOVERNMENT AT THE STATEHOOD CELEBRATIONS. HE WILL NOT ONLY MEET WITH ST. VINCENT LEADERS AT KINGSTOWN, BUT WITH OTHER CARIBBEAN GOVERNMENT REPRESENTATIVES DURING A SUBSEQUENT TOUR OF THE ISLANDS.

    MR. HYWELL GEORGE, THE ISLAND'S COLONIAL ADMINISTRATOR FOR THE PAST THREE YEARS, WILL BE SWORN-IN As ST. VINCENT'S FIRST GOVERNOR; AND GOVERNMENT MINISTERS WILL ASSEMBLE WITH PRIME MINISTER MILTON CATO FOR THE STATE OPENING OF PARLIAMENT TOMORROW (MONDAY) MORNING. OPPOSITION LEADER E.T. JOSHUA HAS SAID HE WOULD IGNORE THE CEREMONIES - BOTH OFFICIAL AND UNOFFICIAL - BECAUSE HE HAS VIOLENTLY DENOUNCED THE BRITISH DECISION OF STATEHOOD FOR ST. VINCENT AS "CORRUPT AND WICKED" AND DECLARED HE WOULD HAVE NOTHING TO DO WITH THEM.

    BUT THE PEOPLE OF ST. VINCENT ARE LOOKING FORWARD TO THREE DAYS OF FIREWORKS, BONFIRES, BANQUETS, BALLS AND THE TRADITIONAL CARIBBEAN "JUMP UP" FESTIVAL WITH COSTUMES AND FLOATS.
