    STRICT SECURITY MEASURES WERE TAKEN AT THE SAIGON PALACE OF THE SOUTH VIETNAMESE HEAD OF STATE MR. PHAN KHAC SUU ON FRIDAY, WHEN PRESIDENT JOHNSON'S SPECIAL ENVOY MR. MCGEORGE BUNDY CALLED ON HIM.

    MR. BUNDY, WHO IS A TOP WHITE HOUSE FOREIGN POLICY ADVISER, WAS ACCOMPANIED TO THE PALACE BY THE AMERICAN AMBASSADOR TO SOUTH VIETNAM GENERAL MAXWELL TAYLOR.

    THEIR TALKS CENTRED ON THE RECENT SAIGON COUP WHICH BROUGHT IN A NEW SOUTH VIETNAMESE GOVERNMENT LAST SEEK.

    DURING HIS TALKS WITH GENERAL KHANH, CHIEF OF THE COUNTRY'S ARMED FORCES, THE SAME DAY, MR. BUNDY DISCUSSED GOVERNMENT PLANS TO ESTABLISH AN ARMY AND PEOPLE'S COUNCIL. THE 20 MEMBERS WOULD INCLUDE REPRESENTATIVES OF THE ARMED FORCES, BUDDHISTS, CATHOLICS AND ORGANISATIONS IN THE PROVINCES. THE COUNCIL WOULD SELECT A HEAD OF STATE TO REPLACE PHAN KHAC SUU, WHOM GENERAL KHANH INSTALLED TEMPORARILY.

    TODAY, THE SOUTH VIETNAM GOVERNMENT AND THE UNITED STATES MISSION ANNOUNCED THAT MILITARY ACTION HAD BEEN TAKEN AGAINST MILITARY INSTALLATIONS IN NORTH VIETNAM. THE ANNOUNCEMENT ADDED THAT THE ACTION HAD BEEN AIMED AT THOSE BASES WHICH HAD SUPPORTED AGGRESSION IN SOUTH VIETNAM.. AND WERE SIMILAR TO THOSE ATTACKS AGAINST THE SOUTH VIETNAM BASES AT PLEIKU AND TUY HOA WHICH TOOK PLACE LAST NIGHT.
