    Background: Two years ago, the peoples; Republic of Congo was created in Brazzaville and the Congolese Workers Party was formed -- part of the sweeping changes that resulted for the Army-led coup of 1968. On the last day of 1971, the man who headed that coup, President Marien Ngouabi, led celebrations marking the second anniversary of the founding of the People's Republic.

    President Ngouabi took the salute at a large-scale parade of forces through the capital. His anniversary message to the people, delivered in a later nationwide broadcast, was that the country would have to rely on its own forces -- not foreign aid.

    SYNOPSIS: In Brazzaville Congolese leaders headed celebrations of the second anniversary of the founding of the Congolese People's Republic. President Marien Ngouabi saluted the flag that was officially adopted on December 31st, 1969. On that same day the new People's Republic was pronounced and the Congolese Workers Party created. These events were part of the sweeping changes that resulted form the Army-backed coup in the Congo the previous year -- a coup headed by President Ngouabi, who was then an Army major.

    Friday's anniversary celebrations centred on a military parade through the streets of Brazzaville. Though President Ngouabi didn't make a speech at the march-past, he did later analyse the progress of the past two years in a nationwide broadcast. He was especially critical of those who placed exaggerated hopes in the powers of foreign aid. "There is no way out for us, he said, "but to depend on our own forces." Just before the anniversary, the People's Republic has been through a renewed leadership shake-up. The First Secretary of the Labour Party, Claude-Ernest Ndalla, was among those to lose his post -- though he remains a member of the Central Committee.
