    The Foreign Minister of Taiwan, Chou Shu-Kai, on Friday (8th October) urged the General Assembly to bar the People's Republic of China from membership, saying Chairman Mao could not claim to speak for the majority of the Chinese on the mainland.

    His appearance came after a private conference on tactics of the co-sponsors to the American resolution to seat Peking while retaining representation for Taiwan, and of the complementary resolution to require a two-thirds majority for any expulsion move.

    At the same sitting Dr. Carlos Romulo, Foreign Minister of one of the co-sponsors, the Philippines, called for the admission of the People's Republic of China - but only on the world body's terms, and not at the expense of Taiwan.
