    A fanfare of trumpets heralded the arrival of Her Majesty the Queen, accompanied by the Duke of Edinburgh, as she arrived at Westminster Hall, london, June 5 to open the six-day Atlantic Congress.

    Six honoured and fifty delegates from fourteen countries of the North Atlantic Treaty Organisation are met to recommend broad policy lines for the next ten years, in the light of the great world changes during the past ten years of NATO's lifetime.

    After an introduction by J.J.Fens, President of the NATO Parliamentarian's Conference and of the "Atlantic Congress", Her Majesty made her opening speech, during which she said;
    Other speakers included the British Premier Harold Macmillan.

    Three main themes of the Congress--first of its type since the European Congress at The Hague, in 1948--
    1.-The political, economic and cultural relations of the N.A.T.O. nations.

    2.-Relations between N.A.T.O. and the uncommitted countries.

    3.-Relations with the Soviet bloc.

    NATO's fifteenth member nation-Iceland-will not be represented because of its fishing limits dispute with Great Britain.
