    The Portuguese Socialist Party opened its first legal congress in Lisbon on Friday (13 December).

    Secretary-General Mario Soares, who is the Foreign Minister in the Provisional Government, said his party's aim was to destroy capitalism and install a socialist, humanitarian society.

    His speech to the 850 congress delegated, including delegates from Zaire, strongly attacked communism. He criticised communist countries for allowing dictatorship by state organisations and limiting freedom.

    He also opposed communist pressure for workers to be grouped in a single trade union and for the armed forces movement -- which staged the April coup -- to have seats in the Constituent Assembly to be elected next March.

    The three-day meeting was to show that the Socialist Party which surfaced from underground activities nine months ago, was a responsible and tolerant party, he added.
