    THE COMMON MARKET COUNCIL OF MINISTERS OPENED A TWO-DAY SESSION IN BRUSSELS TODAY (TUESDAY) AND HEARD AN APPEAL FOR PATIENCE ON THE ISSUE OF COMMON GRAIN PRICES FROM THE WEST GERMAN FOREIGN MINISTER, DR GERHARD SCHROEDER.

    DR SCHROEDER ASSURED THE MEETING WEST GERMANY WAS READY TO TAKE A DECISION ON COMMON GRAIN PRICES AT ANY TIME, BUT HE DID NOT GIVE ANY FURTHER DETAILS ABOUT WHAT THIS DECISION MIGHT BE.

    FRANCE HAS SUGGESTED TO WEST GERMANY THAT ANY SERIOUS CLASH ON THE QUESTION OF GRAIN PRICES SHOULD BE AVOIDED AT THE CURRENT BRUSSELS MEETING WHICH IS MAINLY TO DISCUSS THE KENNEDY ROUND. BUT EVENT IF THE FRENCH DELEGATION REFRAINED FROM PRESSING FOR A CLEAR UNDERTAKING ON GRAIN PRICES THIS WOULD IN NO WAY AFFECT FRANCE'S FUNDAMENTAL POLICY OF INSISTING ON AN AGREEMENT ON A COMMON GRAIN PRICE BY THE END OF THE YEAR.

    GENERAL DE GAULLE SAID LAST MONTH FRANCE WOULD WITHDRAW FROM THE COMMON MARKET IF THE COMMON AGRICULTURAL POLICY WAS NOT ORGANISED AS AGREED. IN A SPEECH INTRODUCING THE WEST GERMAN PLAN TO SPEED UP EUROPEAN ECONOMIC INTEGRATION, DR SCHROEDER SAID WEST GERMANY WAS FULLY AWARE HOW IMPORTANT AN AGREEMENT ON GRAIN PRICES WAS, BOTH FOR THE COMMON MARKET AND FOR THE KENNEDY ROUND IN GENEVA. THE SIX HAVE TO END THEIR DISAGREEMENTS ON WHAT PRODUCTS SHOULD BE EXCEPTED FROM THE PROPOSED 50 PER CENT WORLD-WIDE TARIFF CUTS NEXT MONDAY WHEN THE GENEVA NEGOTIATIONS RESUME.
