    PHILADELPHIA: A protest against Federal non-intervention in Alabama was organized and staged in Philadelphia, Pennsylvania on Monday by the National Association for the Advancement of Colored People.Some seven thousand persons marched down Broad Street which is the city's main artery to City Hall, which is at the center of the city.They gathered in the plaza and heard the statement in the film from Cecil Moore, a local NAACP leader.The NAACP urged families to take their children out of school for the march--some did--and also sought organized participation from various groups.The largest such was a 750 man delegation from the dock worker's union.The mayor gave city employees a half hour off from work to attend the rally if they wished it.

    About 300 city police kept an eye on the march.There were no incidents and after the rally, the marchers dispersed.
