    LISBON, JULY 17, REUTER -- THE PORTUGUESE NATIONAL ASSEMBLY (PARLIAMENT) BEGINS A THREE-DAY DEBATE TOMORROW ON REVISIONS PROPOSED BY THE MINORITY SOCIALIST GOVERNMENT TO THE LAND REFORM LAW.

    THE 57-ARTICLE DRAFT BILL SETS OUT TO CORRECT WHAT THE GOVERNMENT CONSIDERS +FLAGRANT INJUSTICES+ OF THE ORIGINAL AGRARIAN REFORM LAW DECREED UNDER A PRO-COMMUNIST PROVISIONAL GOVERNMENT IN 1975.

    OVER ONE MILLION HECTARES (2.5 MILLION ACRES) OF PRIVATELY OWNED LAND IN THE SOUTHERN ALENTEJO GRAIN BELT WAS CONFISCATED UNDER THE 1975 LAW, BUT THE SOCIALISTS CONSIDERED THAT MANY OF THE EXPROPRIATED PROPERTIES WERE TOO SMALL TO HAVE BEEN TAKEN OVER AND HAVE BEEN RETURNING THEM TO THEIR OWNERS.

    THE NEW BILL DRAWN UP BY AGRICULTURE MINISTER ANTONIO BARRETO IS AIMED AT ADAPTING REFORMS TO THE 1976 CONSTITUTION WHICH GUARANTEES THE RIGHTS OF SMALL AND MEDIUM FARMERS.

    THE COMMUNIST HAVE BEEN WAGING AN INTENSE CAMPAIGN TO SWAY??? PUBLIC OPINION AGAINST THE SOCIALIST PLANS.

    ANTI-REFORM MILITANTS HAVE BEEN PAINTING SLOGANS ON THE WALLS AND PAVEMENTS OF LISBON CONDEMNING BARRETO'S LAW AS A STEP TOWARD +UNEMPLOYMENT, HUNGER AND MISERY.+
    A SERIES OF COMMUNIST INSPIRED DEMONSTRATIONS HAVE BEEN PLANNED AND COMMUNIST PARTY SECRETARY-GENERAL ALVARO CUNHAL IS TRAVELLING FROM RALLY TO RALLY TO DENOUNCE THE REVISIONS.

    +THE GOVERNMENT IN EACH OF ITS ACTS AND DECISIONS IS SHOWING THAT IT IS DEFENDING CAPITALIST AND LAND OWNER INTERESTS AGAINST THE WORKERS,+ DR CUNHAL SAID AT A MEETING IN THE ALENTEJO TOWN OF EVORA LAST NIGHT.

    THE COMMUNIST PARTY, THE FOURTH LARGEST IN PORTUGAL, IS PARTICULARLY STRONG IN THE ALENTEJO, BUT THE GOVERNMENT CONSIDERS THAT COMMUNIST-RUN COLLECTIVE FARMS IN THE REGION HAVE BEEN AN ECONOMIC DISASTER.

    THERE HAVE BEEN FREQUENT CLASHES BETWEEN PARA-MILITARY NATIONAL GUARDSMAN AND COMMUNISTS WORKERS IN THE REGION WHEN THE GOVERNMENT HAS TRIED TO IMPOSE ITS ORDERS.

    THE GOVERNMENT PROPOSALS ARE EXPECTED TO PASS WITH THE TWO MAJOR NON-COMMUNIST OPPOSITION PARTIES UNLIKELY TO CONTRIBUTE TO A COMMUNIST VICTORY BY VOTING AGAINST THE DRAFT BILL.
