Background: The Taiwanese island of Quemoy is being used to send political messages and supplies to the People's Republic of China on the mainland.

The offshore island of Quemoy and Matsu form part of the protected area of Taiwan. Now the Taiwanese psychological warfare unit has set up loudspeakers to broadcast to people on the mainland.

Through the loudspeakers those on the mainland are told of a power struggle now waging in Peking. The broadcasters say the struggle proves the Chinese communists do not care about the welfare of their people....only about their own power.

The Taiwanese tell mainland Chinese that the arrest of the 'gang of four' by Hua Kuo-feng has exposed that under communist rule no one can be guaranteed freedom. They say the Taiwanese chairman, Chiang Ching-Kuo has promised that after recovery of the mainland there would be no struggle, slaughter, or return to the past.

The Taiwanese use original methods of sending their leaflets and flags to the mainland. The leaflets in the balloons urge the mainland Chinese to rise against the Communists telling them they would be supported from Taiwan.

The Free China Relief Association on Quemoy is also sending aid. Boxes of supplies and sacks of rice have been regularly sent by balloon to help victims of the disastrous earthquakes in the Tangshan area earlier this year, where the death toll was expected to run into thousands.
