    Belgian Foreign Minister, Paul Henri Spaak, went to the White House November 20 for a meeting with President Kennedy. Also present at the meeting were Baron Rothschild, Chief of the Belgian Cabinet, and Louis Scheyven, Belgian Ambassador to the United States.

    Mr. Spaak, a former Secretary General of the North Atlantic Treaty Organisation, said afterwards that his seventy-minute meeting with the President had covered Berlin, the German problem and the Congo. He said he felt negotiations with the Russians were absolutely necessary and suggested they be conducted at the Foreign Ministers level.
