    Background: SOME 400 OFFICIAL DELEGATES AND ANOTHER 4,000 AFRICANS GATHERED AT BULAWAYO, OCTOBER 20, FOR THE OPENING BY MR. JOSHUA NKOMO OF THE SECOND ANNUAL CONGRESS OF HIS NATIONAL DEMOCRATIC PARTY, SOUTHERN RHODESIA'S STRONGEST AFRICA POLITICAL ORGANISATION.

    ONLY THE DAY BEFORE, THE BREAK-AWAY ZIMBABWE NATIONAL PARTY HAD OFFERED TO DISBAND AND REJOIN THE N.D.P. ON FOUR CONDITIONS: THE N.D.P. CONGRESS SHOULD REJECT THE NEW SOUTHERN RHODESIAN CONSTITUTION UNRESERVEDLY; BOYCOTT NEXT YEAR'S GENERAL ELECTION; ADOPT A MORE MILITANT ATTITUDE IN DEALINGS WITH THE GOVERNMENT; AND DEMAND A NEW CONSTITUTIONAL CONFERENCE TO PRESS FOR AN AFRICAN MAJORITY IN THE SOUTHERN RHODESIAN PARLIAMENT.

    SO FAR, THE N.D.P. CONGRESS HAS CERTAINLY GONE PART OF THE WAY TOWARDS MEETING THESE DEMANDS. IT DECIDED UNANIMOUSLY TO BOYCOTT THE ELECTIONS. MR. KNOMO URGED ALL HIS SUPPORTERS NOT TO REGISTER AS VOTERS UNDER THE PRESENT QUALITATIVE FRANCHISE AND TO STICK TO THE N.D.P. MOTTO "ONE MAN - ONE VOTE".

    THIS DECISION LEAVES THE WAY OPEN FOR SIR EDGAR WHITEHEAD, THE PRIME MINISTER, TO BRING FORWARD HIS OWN AFRICAN CANDIDATES TO OCCUPY THE 15 "AFRICAN SEATS" PROVIDED FOR UNDER THE CONSTITUTION.

    IN THE ECONOMIC SPHERE, MR. NKOMO SAID THE PARTY WOULD ENCOURAGE PRIVATE ENTERPRISE, BUT "WITH THE GREATEST CARE OF SEEING THAT THE PARTY'S SOCIALIST POLICIES ARE SAFEGUARDED."
    ON FOREIGN AFFAIRS, THE CONGRESS DECIDED THE PARTY WOULD WHEN ON POWER "ADOPT A FOREIGN POLICY OF POSITIVE NEUTRALITY WITH THE TWO WORLD POWER BLOCKS WHILE MAINTAINING FRIENDLY RELATIONS WITH THOSE STATES WHICH REGARD US AS A FRIENDLY STATE." N.D.P. WOULD WORK HAND IN HAND WITH THE OTHER AFRICAN STATES TO SEE THAT "THE WHOLE OF AFRICA IS LIBERATED BY 1963".
