Background: A distinguished visitor of Canada -- Dr. Kwame Nkrumah, the prime minister of Ghana - a leader who was once imprisoned by the British Colonial administration, and now enjoys a strong man's majority in the single chamber Ghana assembly. He has announced he will give Ghana the status of a republic in two years, although the country will remain within the British Commonwealth.
The visitor is given a state dinner at Montreal -- tendered by Leon Balcer, the Solicitor General of Canada, on behalf of prime minister Diefenbaker. Dr. Nkrumah will visit the United States after his Canadian tour.
