    THREE THOUSAND AMERICAN TROOPS - ABOUT HALF THE WEST BERLIN GARRISON -ENDED THEIR THREE-DAY BATTLE MANOEUVRES IN THE GRUNEWALD FOREST OCTOBER 20. TWENTY-FIVE TANKS, 20 ARMED TROOPS CARRIERS AND THE MOST MODERN "LIMITED OPERATION" WEAPONS WERE USED BY THE TROOPS WHO TOOK IN TURN PLAYING ATTACKING AND DEPENDING ROLES. AN INTERESTED SPECTATOR WAS GENERAL LUCIUS CLAY, PRESIDENT KENNEDY'S PERSONAL REPRESENTATIVE IN WEST BERLIN.

    THE MANOEUVRES, WITH AN EMPHASIS ON AMPHIBIOUS WARFARE, WERE WIDELY REGARDED AS A MORALE BOOSTER FOR WEST BERLINERS AS WELL AS BATTLE TRAINING FOR THE TROOPS INVOLVED. SOME 35 SQUARE MILES OF THE GRUNEWALD FOREST WERE USED FOR THE MOCK BATTLES WHICH WERE HELD UNDER THE CODE NAME OF "OPERATION EVER-READY II." U.S. OFFICERS WERE QUOTED AS BEING WELL SATISFIED WITH THE MANOEUVRES BUT IN EAST BERLIN IT WAS REPORTED THAT THEY WERE BEING DESCRIBED AS "SURRENDER MANOEUVRES" BECAUSE OF THE WHITE FLAGS FLOWN BY CONTROL TROOPS.
